Hongkong telegram to Secretary of State for the
Colonies of September 30th.
In view of supposition that pirates embarked at
Singapore we must move a little carefully. But if
you have not already taken action you should, while
reserving liberty to make further representations
when facts are fully known, at once call attention
of Canton authorities to this diabolical outrage
and urge them to take immediate steps to trace and
root out pirates at Hongho1.
Repeated to Foreign Office, Hongkong and
Commander-in-Chief.
